The Health Levy and Income Levy are to be abolished in 2011. They will be replaced by a new Universal Social Charge, or USC.

Budget 2011 Cuts - Brian Lenihan Minister for Finance

The USC Rates and Thresholds are as follows:

Income Threshold USC Rate
Incomes below €4,004 Exempt
Incomes between Zero and €10,036 2%
Incomes between €10,037 and €16,016 4%
Incomes over €16,016 7%
